A summer travel bonanza is exceeding expectations, helping airlines earn profits again and brightening the outlook for the rest of the year. It’s a welcome relief for a battered industry and a sign that the rebound that began this spring appears to be here to stay.
The economic upturn, aggressive cost-cutting and an enormous federal stimulus that paid many salaries have helped to improve the finances of the largest carriers, which took on vast amounts of debt and lost billions of dollars during the pandemic.
This month, consumer spending on airlines briefly exceeded 2019 levels on a weekly basis for the first time since the pandemic began, according to Facteus, a research firm that monitors millions of online payments. Ticket prices have rebounded, too: In June, fares were down only 1 percent from the same month in 2019, according to the Adobe Digital Economy Index, which is similarly based on website visits and transactions.
And on Sunday, the Transportation Security Administration screened more than 2.2 million travelers at its airport checkpoints, the most in one day since the start of the pandemic.

Southwest on Thursday reported a profit of $348 million for the quarter that ended in June, its second profitable quarter since the pandemic began. American reported a $19 million profit over the same period, while Delta last week reported a $652 million profit, a pandemic first for each airline. United this week reported a loss, but projected a return to profitability in the third quarter as its business improved faster than forecast.
The financial turnaround has been buoyed by an infusion of $54 billion of federal aid to pay employee salaries over the past year and a half. Without those payments, none of the major airlines would have been able to report profits for the quarter that ended in June. The aid precludes the companies from paying dividends through September 2022.
Each airline offered a hopeful outlook for the current quarter. American projected that passenger capacity would be down only 15 to 20 percent from the third quarter of 2019, while United projected a 26 percent decline and Delta forecast a 28 to 30 percent drop. Southwest, which differs from the other three large carriers in that it operates few international flights, said it expected capacity to be comparable to the third quarter of 2019.

“We are just really excited about the momentum we’re seeing in the numbers,” Doug Parker, American’s chief executive, told analysts after the company delivered its earnings report.
The financial results and forecasts for the rest of the summer are the latest sign of strength in a comeback that has been building for months. But the airlines have vast amounts of debt to repay — American, the most indebted carrier, announced a plan on Thursday to pay down $15 billion by the end of 2025 — and the rebound hasn’t been free of setbacks.

Delta said it expected domestic business trips to recover to about 60 percent of 2019 levels by September, up from 40 percent in June. Those figures roughly align with estimates from United.
“The demand is recovering even faster than we had hoped domestically,” Mr. Kirby of United said on Wednesday.
International travel has slowly started to recover, too, as more countries, particularly in Europe, open up to American travelers who can provide proof of vaccination or a negative coronavirus test. But airlines are lobbying the Biden administration to loosen restrictions in kind, which, they say, will allow the recovery to accelerate.
“I think the surge is coming, and just as we’ve seen it on the consumer side, we’re getting ready for it on the business side,” Mr. Bastian of Delta said last week. “Once you open businesses, offices, and you get international markets opened, I think it’s going to be a very good run over the next 12 to 24 months.”
The Olympics have long been an almost ideal forum for companies looking to promote themselves, with plenty of opportunities for brands to nestle ads among the pageantry and feel-good stories about athletes overcoming adversity — all for less than the price of a Super Bowl commercial.
But now, as roughly 11,000 competitors from more than 200 countries convene in Tokyo as the coronavirus pandemic lingers, Olympic advertisers are feeling anxious about the more than $1 billion they have spent to run ads on NBC and its Peacock streaming platform.
Calls to cancel the more than $15.4 billion extravaganza have intensified as more athletes test positive for Covid-19. The event is also deeply unpopular with Japanese citizens and many public health experts, who fear a superspreader event. And there will be no spectators in the stands.
“The Olympics are already damaged goods,” said Jules Boykoff, a former Olympic soccer player and an expert in sports politics at Pacific University. “If this situation in Japan goes south fast, then we could see some whipsaw changes in the way that deals are cut and the willingness of multinational companies to get involved.”

In the United States, marketing plans are mostly moving ahead.
For NBCUniversal, which has paid billions of dollars for the exclusive rights to broadcast the Olympics in the United States through 2032, the event is a crucial source of revenue. There are more than 140 sponsors for NBC’s coverage on television, on its year-old streaming platform Peacock and online, an increase over the 100 that signed on for the 2016 Summer Games in Rio de Janeiro.
“Not being there with an audience of this size and scale for some of our blue-chip advertisers is not an option,” said Jeremy Carey, the managing director of the sports marketing agency Optimum Sports.

“We do think people will continue to tune in, even without fans, as they did for all kinds of other sports,” Mr. Brandt said. “It’s going to be a diminishing factor in terms of the excitement, but we also hope that the Olympics are a bit of a unifier at a time when the country can seem to be so divided every day.”
NBCUniversal said it had exceeded the $1.2 billion in U.S. ad revenue it garnered for the 2016 Games in Rio and had sold all of its advertising slots for Friday’s opening ceremony, adding that it was still offering space during the rest of the Games. Buyers estimate that the price for a 30-second prime-time commercial exceeds $1 million.
Television has attracted the bulk of the ad spending, but the amount brought in by digital and streaming ads is on the rise, according to Kantar. Several forecasts predict that TV ratings for the Olympics will lag the Games in Rio and London, while the streaming audience will grow sharply.
NBCUniversal said that during the so-called upfront negotiation sessions this year, when ad buyers reserve spots with media companies, Peacock had received $500 million in commitments for the coming year.
“You won’t find a single legacy media company out there that is not pushing their streaming capabilities for their biggest events,” Mr. Carey, the Optimum Sports executive, said. “That’s the future of where this business is going.”
United Airlines, a sponsor of Team U.S.A., scrapped its original ad campaign, one that promoted flights from the United States to Tokyo. Its new effort, featuring the gymnast Simon Biles and the surfer Kolohe Andino, encourages a broader return to air travel.

Many companies advertising during the Games are running campaigns that they had to redesign from scratch after the Olympics were postponed last year.
“We planned it twice,” said Mr. Carey of Optimum Sports. “Think about how much the world has changed in that one year, and think about how much each of our brands have changed what they want to be out there saying or doing or sponsoring. So we crumpled it up, and we started over again.”
FIFA World Cup in Qatar in late 2022 and the Beijing Winter Olympics in February, both of which have put the advertising industry in a difficult position because of China’s and Qatar’s poor records on human rights.
First, though, ad executives just want the Tokyo Games to proceed without incident.
“We’ve been dealing with these Covid updates every day since last March,” said Kevin Collins, an executive at the ad-buying and media intelligence firm Magna. “I’m looking forward to them starting.”
Hotel flexibility will vary, so read the fine print
By now, most of the large American-run chains have reverted to their pre-Covid cancellation policies for reservations made before a certain date (that has come and gone), and for travel through a certain date (that has come and gone). But some companies are still being flexible: Hilton has always had generous cancellation policies, and Four Seasons has been consistently easy about changes and cancellations during the pandemic.
Travel-industry insiders also have noticed flexibility among independent hoteliers.
“We’ve felt that small, family-run luxury properties are actually more nimble than some of the big hotel chains,” said Louisa Gehring, the owner of Gehring Travel, an affiliate of Brownell, a Virtuoso luxury travel agency. “Rather than lay off all their employees or point to an overarching corporate cancellation policy, they’ve had flexibility to keep the teams on, work with clients on a case-by-case basis and really step up to the plate.”
Policies vary by property, she added, but even some of the more rigid ones now include exceptions for Covid.
One thing to watch for is the credits-versus-refunds flash point: Even in cases when a hotel won’t swallow a deposit or prepayment outright, will you get a cash refund or will you be asked to rebook? Last year, Greece and Italy both passed laws allowing hotels and other travel companies to issue credits, rather than cash refunds, for canceled bookings. Although vaccines, the eagerness to travel and pandemic fatigue may make the idea of a credit less odious than it seemed last spring, always ask about policy specifics, including blackout and expiration dates.
Realize that Paris won’t look exactly like the Paris you remember
The Palace of Versailles is open and President Emmanuel Macron is sipping espresso outside Parisian cafes, but nightclubs will remain closed even after France’s countrywide curfew ends in June. At restaurants and bars in Madrid, groups are capped at four people inside and six people outside. Germany and the Netherlands remain closed to American tourists.
“Clearly, we will not come back to ‘normal’ straight away, and travelers will have to be conscious of health measures and respect rules at the destination,” said Eduardo Santander, the executive director of the European Travel Commission, a Brussels-based nonprofit that represents the national tourism boards across the continent. “We all — destinations, businesses and guests — cannot let the guard down too soon both for our own health and for the safety of people around.”
In short, any trip to Europe this summer will come down to managing expectations.
“Save the ‘must check all the boxes’ trip to Europe for a bit later, once all new protocol kinks have smoothed out,” Ms. Gehring said. But you may still have an unforgettable experience regardless.
The transportation secretary said Monday that the safety of flights operated by U.S. airlines over Belarus should be reviewed after the Eastern European country forced a commercial flight to land in order to seize a dissident on board.
“That’s exactly what needs to be assessed right now,” the secretary, Pete Buttigieg, told CNN. “We, in terms of the international bodies we’re part of and as an administration with the F.A.A., are looking at that because the main reason my department exists is safety.”
The comments came after the authoritarian leader of Belarus dispatched a fighter jet on Sunday to intercept a Ryanair plane carrying the journalist Roman Protasevich. The plane was forced to land in Minsk, the Belarusian capital, where Mr. Protasevich was arrested.
The secretary of state, Antony J. Blinken, condemned the forced diversion, saying it was a “shocking act” that “endangered the lives of more than 120 passengers, including U.S. citizens.” And Michael O’Leary, the chief executive of Ryanair, an Irish-based low-cost carrier, called the operation a “state -sponsored hijacking.”

Though not a major European hub, Minsk is served by multiple international airlines, including Lufthansa, KLM, Turkish Airlines and Air France. Chad Kalepa Baybayan, a revered Hawaiian seafarer who was a torchbearer for the art of “wayfinding,” which ancestral Polynesian sailors used to navigate the Pacific Ocean by studying the stars, trade winds and flight patterns of birds,died on April 8 at a friend’s home in Seattle. He was 64.
His daughter Kala Tanaka said the cause was a heart attack. He suffered from diabetes and had had a quadruple bypass over a year ago.
Many centuries ago, oceanic tribes sailed the waters between the islands and atolls of Polynesia in double-hulled canoes. They plotted their course by consulting the directions concealed within sunrises and sunsets, ocean swells, the behaviors of fish and the reflections of land in clouds. As Polynesia was colonized and modernized, the secrets of celestial navigation were nearly forgotten.
Mr. Baybayan (pronounced “bay-BAY-an”) was a teenager when he joined the crew of the fabled Hokule’a (“Star of Gladness”), a voyaging canoe in which he learned to become a wayfinder under the tutelage of the Micronesian master navigator Mau Piailug.
At the time, traditional Hawaiian culture was in peril. Usage of the native language was declining, sacred lands were being desecrated and fewer ceremonies were being held. In 1973 the Polynesian Voyaging Society was formed in hopes of preserving the region’s seafaring heritage, and it built Hokule’a, a replica of an ancient deep-sea voyaging canoe.
In 1976, the vessel embarked on a historic trip from Hawaii to Tahiti without the aid of navigational tools, in what was intended as a display of wayfinding’s technical sophistication. The trip, which was led by Mr. Piailug and documented by National Geographic, also sought to disprove theories that Polynesia was settled accidentally by hapless sailors lost in an aimless drift. (Mr. Baybayan was too young to go on that famous voyage, although he served ceremonial drinks made from awa root to his crewmates before their departure.)
When Hokule’a finally made landfall in Tahiti, thousands of people had gathered on shore to greet the canoe, and the occasion was declared an island-wide celebration. The voyage’s success galvanized a revival of native culture, known as the Hawaiian renaissance, that included a celebration of slack-key guitar music and the hula.
told National Geographic in 2014, “I will never be a ‘master’ because there will always be more to learn.”
“What it truly does is sharpen the human mind, intellect and ability to decipher codes in the environment,” he added. “It’s also incredibly rewarding to navigate and make a distant landfall. For me, it’s the most euphoric feeling that I have ever felt.”
Pwo. The ritual commenced with the blowing of a conch shell, and Mr. Baybayan was given a bracelet of stinging coral to mark his new status. In 2014, he helped lead Hokule’a on a three-year circumnavigation of the globe.
In his late 30s, while raising a family and juggling jobs as a hotel porter and a ramp agent for United Airlines, Mr. Baybayan decided to pursue a higher education. He graduated with a B.A. in Hawaiian studies from the University of Hawaii at Hilo in 1997. He then earned a master’s degree in education from Heritage University in Toppenish, Wash.
Mr. Baybayan became an educator at the ‘Imiloa Astronomy Center, using its planetarium to teach visitors about celestial navigation. He also traveled to classrooms across the country to talk about wayfinding with the aid of an interactive star compass floor mat. In 2013, he gave a TEDx Talk that recounted the history of Hokule’a.
“There are only a few people in the world who can really navigate properly, and Kalepa was one of them,” Nainoa Thompson, a fellow Hokule’a master navigator, said in a phone interview. “But where Kalepa separates himself is how far he took things with education. He broke the rules.
said in an interview in 2000. “I knew that if there was anything in my life that I wanted to do it was sail on her.”
His daughter elaborated: “For him, seeing Hokule’a was like seeing this thing he’d only heard about in stories and history books, but then there it was and it was real. It wasn’t just a story anymore.”
When Mr. Baybayan first joined the crew, he was charged with tasks like washing and scrubbing the vessel. He began learning the techniques of wayfinding in his 20s, and he went on to guide voyages that took the canoe to Cape Town, Nova Scotia, Cuba and New York.

In addition to his daughter Kala, Mr. Baybayan is survived by his wife, Audrey (Kaide) Baybayan; another daughter, Pukanala Llanes; a son, Aukai Baybayan; his mother, Lillian Suter; two brothers, Clayton and Lyle Baybayan; a sister, Lisa Baybayan, who now goes by Sister Ann Marie; a half brother, Theodore Suter; and six grandchildren.
Last month, Mr. Baybayan was in Seattle with his wife to visit some of his grandchildren when he collapsed suddenly one evening.
The night after he died, a group of his crewmates, including Mr. Thompson, gathered aboard Hokule’a for a moonlight passage in his memory. Mr. Thompson, who had studied celestial navigation alongside Mr. Baybayan as a young man, looked toward the stars as he honored his fellow wayfinder.
“I think Kalepa has gone to where the spirits go,” Mr. Thompson said. “Now he is up there with our ancestors who dwell in the black of the night.”
Delta Air Lines will require new hires to be vaccinated against the coronavirus, but will exempt current employees from that mandate, making it one of the first major corporations to embrace such a requirement.
“Any person joining Delta in the future, a future employee, we’re going to mandate they be vaccinated before they can sign up with the company,” Ed Bastian, the airline’s chief executive, said in a CNN interview on Thursday evening.
While current employees will be exempt, Mr. Bastian said that he expected 75 to 80 percent of the airline’s work force to be vaccinated anyway and that he would “strongly encourage” the rest to do so. Unvaccinated employees could face some restrictions, such as not being allowed to work on international flights, he added.
For large corporations, such decisions are thorny. On one hand, requiring vaccinations for all employees would lower the anxiety of workers returning to the office and help the country reach herd immunity, which would support the economic rebound. On the other, it raises privacy concerns and could risk a backlash or even litigation.
In January, Scott Kirby, the chief executive of United Airlines, told employees in a video forum that he supported the idea but added that the carrier could not “realistically be the only company” to do so. No one followed suit, and United never acted.
Airlines in the United States have started to cancel flights to Israel as the violence escalates.
United Airlines said it had canceled flights from Chicago and Newark to Tel Aviv on Tuesday and from San Francisco and Newark to Tel Aviv on Wednesday. Citing the unrest, the carrier said it would also waive change fees for customers booked on flights to or from Tel Aviv through May 25.
American Airlines said it had canceled one flight from John F. Kennedy Airport in New York to Tel Aviv on Wednesday and another making the return trip on Thursday. The airline said it would waive fees in some circumstances for customers with flights to Tel Aviv scheduled through May 25.
Delta Air Lines said it, too, had canceled one flight in each direction between Kennedy Airport and Tel Aviv on Wednesday. A spokesman said the airline was “monitoring the situation” and had not decided when flights would resume.
The airline issued a travel waiver on Tuesday for customers booked on flights to or from Tel Aviv between Tuesday and Thursday.
HOUSTON — Panicked drivers scrambled to fuel their vehicles across the Southeast on Tuesday, leaving thousands of stations without gasoline as a vital fuel pipeline remained largely shut down after a ransomware attack.
The disruption to the Colonial Pipeline, which stretches 5,500 miles from Texas to New Jersey, also left airlines vulnerable, with several saying they would send jet fuel to the region by air to ensure that service would not be disrupted.
Gasoline in Georgia and a few other states rose 3 to 10 cents a gallon on Tuesday, a jump typically seen only when hurricanes interrupt refinery and pipeline operations along the Gulf Coast.
The national average for a gallon of regular gasoline rose 2 cents on Tuesday, with higher prices reported in the Southeast, according to the AAA motor club. The average increase was nearly 7 cents in South Carolina, 6 cents in North Carolina and 3 cents in Virginia.
Gas Buddy, a service that tracks gas prices, reported.
“There’s no gas, and people are getting frustrated,” said Ariyana Ward, a 19-year-old college student in Virginia Beach who waited 45 minutes to fill up. With some motorists taking time to fill cans as well as cars, she said, “people are getting into shouting matches.”
State leaders responded with measures intended to keep the flow of fuel steady and stabilize prices.

South Carolina’s attorney general, Alan Wilson, announced that he was ready to invoke the state’s price-gouging law, making excessive overcharging a criminal offense. “I’m urging everyone to be careful and be patient,” Mr. Wilson said.
At the White House, Energy Secretary Jennifer M. Granholm told reporters, “We know we have gasoline; we just need to get it to the right places.” But she made no promises about when the pipeline, which was shut down to prevent the cyberattack from spreading, would resume operations, saying the company will decide on Wednesday whether it is ready to do so.
She said she expected gas station operators to act “responsibly,” adding, “We have no tolerance for price gouging.”
The administration considered other steps that might alleviate shortages, including moving gasoline, diesel and jet fuel by train, or issuing a waiver for a 1920 law known as the Jones Act, which requires that maritime shipments be on vessels owned and staffed by Americans. But it was unclear if the right kind of either rail cars or foreign-registered ships were available.
“There are no easy solutions,’’ Ms. Granholm said.
The Environmental Protection Agency administrator, Michael Regan, issued an emergency waiver for fuel air emissions on Tuesday to help alleviate fuel shortages in places affected by the pipeline shutdown, including the District of Columbia, Maryland, Pennsylvania and Virginia. The waiver will continue through next Tuesday.
Colonial Pipeline, the company that operates the pipeline, has said it hopes to restore most operations by the end of the week. The attack, which the Federal Bureau of Investigation said had been carried out by an organized-crime group called DarkSide, has highlighted the vulnerability of the American energy system. The pipeline provides the Eastern United States with nearly half its transportation fuel.
Colonial has remained largely silent, answering no questions about the kind of protections it had in place on both its computer networks and the industrial controls that run the pipeline.
In a statement late in the day on Tuesday, Colonial said it had manually started one part of the pipeline and delivered about 41 million gallons of fuel to various locations on its system, from Atlanta, through the Carolinas and to Linden, N.J.
But the company said nothing about what factors will play into its decision on when to restart the pipeline. And it has not explained whether it found any evidence that the malware placed in its data systems could migrate to the operations of the pipeline.
Several experts noted that while the two networks are described as separate entities, they have considerable crossover. For example, one of the systems the ransomware group tied up tracks how much fuel each customer uses. Without that running, Colonial would not know how much fuel any of its customers were receiving — or how to get paid for it.
Industry analysts said the impact of the hacking would remain relatively minor as long as the artery was fully restored soon. “With a resolution to the shutdown in sight, the cyberattack is now treated as a small disturbance by the market, and prices are trimming Monday’s panic-gains,” said Louise Dickson, an oil markets analyst for Rystad Energy.
a 2018 report, the group argued that the interstate pipeline system used to supply jet fuel to airports had grown increasingly vulnerable to costly disruptions. And when disruptions occur, airlines have few good options beyond flying in extra fuel, adding stops to flights, or canceling and rerouting flights.
After the disruption last weekend, American Airlines said it had added stops to two daily flights out of Charlotte, N.C. One, to Honolulu, will stop in Dallas, where customers will change planes. The other, to London, will stop in Boston to refuel. The flights are expected to return to their original schedules on Saturday.
Southwest Airlines said it was flying in supplemental fuel to Nashville, and United Airlines said it was flying extra fuel to Baltimore; Nashville; Savannah, Ga.; and Greenville-Spartanburg International Airport in South Carolina. United, Southwest and Delta Air Lines said they had not experienced any disruptions to their operations so far.
Helmut Jahn, a German-born architect who designed buildings around the world but was most influential in his adopted hometown, Chicago, where he conceived of an extravagant downtown home to state government and the United Airlines terminal at O’Hare International Airport, died on Saturday in a traffic accident near the horse farm where he lived, in St. Charles, Ill. He was 81.
His wife, Deborah (Lampe) Jahn, confirmed the death. He had been riding his bicycle in suburban Campton Hills when he was struck by two cars that were heading in opposite directions. A news release from the local police department said that Mr. Jahn failed to brake at a stop sign.
A modernist who began a long flirtation with postmodernism in the 1970s, Mr. Jahn (pronounced “yahn”) designed the Xerox Center, an elegant 45-story office tower with a glass and aluminum curtain wall, a rounded corner and a two-story streetfront that undulates inward that opened in 1980 in Chicago’s Loop.
Philip Johnson called Mr. Jahn “a genuine genius” and “a comet flashing in the sky,” although he added, “I don’t know about him yet.”
At the time, construction of Mr. Jahn’s futuristic design of the State of Illinois Center — a government and retail complex — was nearly complete in the middle of the Loop. The facade is a mix of reflective bluish-turquoise glass; inside, the circular atrium has a mix of salmon-colored and blue metal panels. Multicolored granite lines the base.
In his 1985 review in The New York Times, the architecture critic Paul Goldberger said that the complex’s “squat form, which swoops around one corner in a 16-story-high curve, is one part Pompidou Center, one part Piranesi and one part kitsch 1950s revival. He added, “It is not surprising that it has left even this relatively sophisticated city breathless.”
Reaction to Mr. Jahn’s buildings in Chicago ranged from “dazzling” to the critical observation that it was “unrelated to anything else in the whole of Western civilization.”

Helmut Jahn was born on Jan. 4, 1940, in Nuremberg, Germany, and grew up in a nearby suburb. His father, Wilhelm, was a special-education teacher. His mother, Lena (Werth) Jahn, was a homemaker.
As a boy, Helmut loved drawing and painting, but he aspired to be an airline pilot. “But he wasn’t very good at languages, which disqualified him to be a pilot for Lufthansa,” his wife said, “so he chose architecture because it involved a lot of drawing.”
After graduating from the Technische Hochschule in Munich, he earned a master’s degree from the Illinois Institute of Technology College of Architecture. After he graduated in 1967, he was hired by Gene Summers, formerly the right-hand man to the modernist giant Ludwig Mies van der Rohe, at the venerable Chicago architectural firm C.F. Murphy Associates.
But five years later the roof collapsed in a rainstorm.
The failure was found to have been caused by the fracture of high strength bolts that helped suspend the roof.
In 1981, Murphy Associates became Murphy/Jahn; Mr. Jahn became the firm’s president a year later and acquired it in 1983. It was renamed Jahn in 2012.
After designing the State of Illinois Center (which would be renamed the James R. Thompson Center, for the Illinois Republican governor who backed it), Mr. Jahn worked with Donald J. Trump to design a 150-floor tower that would have been the centerpiece of a megacomplex on the West Side of Manhattan called Television City.
That plan never came to fruition, and the site later became a pared-down development called Riverside South.
Mr. Jahn’s other projects in Manhattan included the 70-story CitySpire in Midtown, behind City Center, and 425 Lexington Avenue, which the architecture critic Carter Horsley dismissed in The City Review in 1987 for its “Roto-Rooterized top,” which he said looked like a “squished foil to the irrepressible upward thrust of the Chrysler Building just across 43rd Street.”

Writing in The Chicago Tribune, the critic Blair Kamin called the library a “convention-busting marvel” that “students seem to love because it lets natural air pour inside, liberating them from the university’s dimly lit reading rooms.”
Mr. Jahn was working on designs until the end of his life.
“He was so possessed with getting his work done,” Mrs. Jahn said by phone. “He was just a one-man show. He had so many ideas in his head.”
In addition to his wife, whom he met when she was the interior designer for McCormick Place, Mr. Jahn is survived by his son, Evan, a partner in the firm; two granddaughters; and a brother, Otmar.
Earlier this month, Gov. J.B. Pritzker’s administration accelerated the process, sending developers a request for proposals to sell the building, whose upkeep has been deemed too costly.
Last year, Mr. Jahn offered a proposal to save the building by adapting it to create new offices, a hotel and apartments, and building an office tower on the southwest corner of West Randolph and North LaSalle Streets. He also proposed removing the building’s front doors and turning the enormous atrium into a covered outdoor space.
“A demolition and replacement would not only take a long time but seeks high density without considering public benefits,” he wrote in his proposal. We need not more bigger buildings, but buildings which improve the public space.”
As companies make plans to fully reopen their offices across the United States, they face a delicate decision. Many would like all employees to be vaccinated when they return, but in the face of legal and P.R. risks, few employers have gone so far as to require it.

Legally, companies seem largely in the clear.The Equal Employment Opportunity Commission issued guidance in December stating that employers are permitted to require employees to be vaccinated. But employers are still worried about litigation, in part because several states have proposed laws that would limit their ability to require vaccines.
“It would seem to me that employers are going to find themselves in a fairly strong position legally,” said Eric Feldman, a law professor at the University of Pennsylvania, “but that doesn’t mean they’re not going to get sued.”
So, companies are resorting to carrots over sticks.Darden offers hourly employees two hours of pay for each dose they receive. Target offers a $5 coupon to all customers and employees who receive their vaccination at a CVS at Target location. And many companies are hosting on-site clinics to make it easier to get vaccinated.
Others are experimenting with return-to-office policies that aren’t all or nothing. Salesforce will allow up to 100 fully vaccinated employees to volunteer to work together on designated floors of certain U.S. offices. Some companies are mandating the shots only for new hires.
